Asymmetrical, tweed skirt with visible zip and stitching from late 70s early 80s. Have seen similar recently from Chanel! This is not to be worn on the waist but more low slung and as the tweed is cut on the bias it sort of shapes to the hips. But the measurements are; Waist 32 inches, hips 38 inches and longest length ie to asymmetric point 26 inches.
