This is a commemorative item exclusively for BMW Diners Club card members. You might have received it when you purchased a car.
It's a souvenir from Citibank, which has since withdrawn from Japan. I believe it was only offered to cardholders with over 10 million yen in deposits and savings at the time.
It was barely used, but I don't know the ink remaining, and it shows noticeable scratches from being stored with other stationery. Please feel free to inquire if you are interested.
